JASON RIGGS, PRESIDENT
As a second generation telecommunications Executive, Jason began his first 14 years in the industry serving various roles with Clearwave Communications. Prior to starting Riggs Drilling Solutions, now known as Riggs Fiber, Jason was responsible for over 30 outside plant employees ranging from directional bore operators to outside plant maintenance technicians. He was instrumental in building a 2,500 mile fiber optic infrastructure used for Middle Mile and Last Mile connections. After the acquisition of Clearwave by Cable ONE, Jason would go on to launch Riggs Drilling Solutions in an effort to continue his directional boring expertise servicing multiple projects throughout Illinois, Tennessee, Indiana and Missouri. In 2024, Riggs Drilling Solutions re-branded to Riggs Fiber where it now serves as a premium contractor for clients such as Verizon, Xfinity, QC Communications, Next Gen Cable, Ervin Cable and many others.

Scott Riggs is a veteran in the telecom sector with over twenty-five years of industry experience in various roles. He currently serves as the Manager Partner-Fiber of the Strategic Wireless Infrastructure Fund (SWIF) and is responsible for sourcing, analyzing, structuring, financing and executing acquisition and operations on behalf of the Fund and its Investors. Throughout his career he has been directly involved in approximately $4 Billion of telecommunications acquisitions, dispositions and financings and has been primarily responsible for all aspects of infrastructure and operations applicable to the deployment and ongoing management of numerous cellular, PC, wireless broadbands and fiber networks.
Prior to SWIF, Scott Co-founded and served as Chairman and CEO of Clearwave Communications, A Regional Fiber Optic Company located in Illinois that had grown into one of the fastest regionally operated fiber companies in the US with a market value of over $325 Million. In addition, he has served on the Board of Directors and/or Board of Manager of various companies including, among others, Clearwave Communications, Waterford Consultants, and Strategic Wireless Infrastructure Fund.
